Meet Dr. Dallas M. Stout

For someone who decided to go to college at the last minute during his senior year in high school, Dr. Stout has made quite a name for himself. He grew up in a racially diverse suburb of Los Angeles County. Many of the youth that he attended public school with did not attend college. Dallas takes his opportunity seriously. Today he is known as a renowned educator, nonprofit consultant, and mental health advocate with over 30 years of experience in youth development, substance abuse prevention and treatment, gang and violence prevention, as well as community leadership.

As co-founder of DoctorS Nonprofit Consulting, Dr. Stout has helped nonprofits design impactful programs, secure funding, and drive real change. He serves as a member of the faculty at California State University, Fullerton, Brigham Young University-Idaho, and the University of Arizona Global Campus, where he teaches undergrad and graduate courses in child and adolescent development, psychology, addictions, human services, and nonprofit leadership.

A recipient of numerous awards, including the Vision Initiative Program Award (2022) and the Fullerton Kindness Award (2019), Dr. Stout is a sought-after speaker and media contributor. He continues to serve his community as a volunteer Chaplain for the Fullerton Police Department and an advisor on law enforcement and youth as well as young adult initiatives.

From the classroom to the boardroom, Dr. Stout is committed to empowering communities, mentoring future leaders, and advocating for a better future.

Meet Dr. Debra Stout

Debra Stout, Psy.D., is a Licensed Clinical Psychologist (CA License #PSY35069), educator, and nonprofit leader dedicated to youth development, community collaboration, and social impact. As Executive Director of the Fullerton Collaborative and co-founder of DoctorS Nonprofit Consulting, she works to strengthen communities through education, advocacy, and nonprofit support.

A faculty member at California State University, Fullerton, Dr. Stout teaches in the department of graduate Counseling as well as the department of Child & Adolescent Studies, empowering students to become changemakers. She also teaches graduate courses in psychology, human services, wellness, and nonprofit leadership at the University of Arizona Global Campus. Working with the Orange County Department of Education, she has led award-winning programs in gang prevention and youth resilience and developed training materials for the OC Safe from the Start coalition.

Recognized with multiple honors—including the YWCA Orange County Leader of the Year Award (2022) and the Fullerton Kindness Award (2019)—Dr. Stout is passionate about mentoring, mental health, and social justice. Whether she’s leading coalitions, shaping future leaders, or advocating for at-risk youth and emerging adults, she’s dedicated to making real, lasting change.
